my rank is 21936 in backward caste. can i get any semi government college ?

Well, basing upon your rank in UPSEE, it seems like you may get admission into a government college. And since you belong to a backward class, the chances of getting admission are high. You may also apply for other deemed universities and private colleges at the time of counseling.
