As per as your rank given 23000,  please mention the exam, is it state vetenary exam or neet exam rank, or then which category rank then only it will be clearedly answered to you.

If your neet rank is 23000, then you can get a good mbbs college itself. If you want vetenary then you will get 1 of best college in india only if your neet rank is 23000.
