Yes of course you can apply for JOSAA but getting any IIT is quite difficult on such ranks. Yes if you have good rank in JEE-Main then you can get good NITs even from JOSAA counselling.

As you have not mentioned your category so considering it as a General.

According to the rank mentioned by you in the question you have almost no chances of getting into any of the IITs.

Note that the above prediction is made on the basis of previous year's cut-off and the cut-offs are bound to change every year depending upon various factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
