WithThough without the information of Home state and category of your ward, it has become bit difficult for me to answer.

Though, I would consider him a GEN and non-EWS aspirant.

With these ranks

1. He will surely get CSE in all the new IIT's

2. He will surely get CSE in all the NIT's except NIT Warangal and NIT trichy.

3. He ahs a huge chances of getting CSE/IT in IIIT Hyderabad

4. He has almost no chance in getting a seat at old IIT.

So, I would recommend him to go for

1. IIIT Hyderabad  IT/CSE

2. MNNIT CSE

3. NIT Suratkhal CSE

Also, I would like to suggest you not to prefer DTU/NSIT when you are getting far colleges at this rank. You might be surprised but the quality of peer group at DTU or NSIT is nothing in front of the colleges mentioned. As DTU/NSIT have huge reservation policy for the defence and Delhi state candidates which nullifies the pedigree of the students studying
