With this rank in IPUCET for B.COm(H) and your specified region,it is difficult for you to get into IPU colleges according to last year cutoffs.

You can also check last year cutoffs on GGSIPU official website for further reference.

You have very less chance of getting admission in IPU, Delhi as your rank is also not good and secondly they give some prefrence to Delhi students.
You can check the cutoff list of previous year to get a better look.
