Predicting college is difficult as JEE Main cut-off differs every year based on various factors like-
1. Difficulty level of examination.
2. Number of students who appeared in the examination.
3. Total number of seats available for each branch.
But if go through previous year trend, some of the colleges you can apply to are NIT Sikkim, NIT Calicut, NIT Agartala, NIT Mizoram, NIT Goa, NIT Andhra Pradesh, HBTU etc.

This is a little difficult to predict as the closing or cutoff rank keeps changing every year depending upon several factors like the number of students that appeared in JEE main, the difficulty level of the examination, the category you belong to, etc
Anyway,
When we go through the previous year's trend then
With 40k ews rank,
You have a low chance of any NITs.
For example,
Under another state quota, closing rank for some of the nits for which closing rank goes low are listed below along with their closing rank in the 6th round of Jossa counseling 2020:-

NIT Raipur:- biotechnology:- 8096 ews rank
National Institute of Technology Agartala:- production engineering:- 8629 ews rank

So, to get a seat in NIT you should get at least around 8000 ews rank

You can apply for jossaa counselling ,according to your category you can get some lower nit's or your home state nit as the cutoff is low and also you can get a seat in csab . Apart from nit , you can apply for iiit and various gfti also , which offer admission through josaa and you can apply for state counselling for applying to the state government colleges
