Based on your category rank, under All India seat you might NOT be able to get into majority of NIT or IIITs under Other State quota. However, you may have a good chance in Home State quota depending on the state. Hello aspirant as per your jee mains percentile 2019 and according to the previous year cut off for NITs for open category was closed at below 30,000 and for the core branches the cutoff will goes 10,000.
But you can apply for the some of the iiits or gftis

You surely can get an NIT or even make it to a IIIT. But your wise choice filling matters. With a rank of 46k, you can get the low to mediocre NITs with not the top or trending branches. If you want a IIIT or NIT, you have to accept the possibilities available to you. Also, if you want to study the trending or core branches at NITs then North-East NITs are perfect for you.
