My rank is about 17000 in comedk, can I get a chance in any one of the 10 top colleges for computer science?

You can definitely get decent college but not top10 colleges as mentioned in below :

No, that won't be possible for this rank. Getting CSE is not possible with this rank. I would recomend you to take circuital stream instead.
