With your given rank as per previous year data it's not possible to secure a GMC seat through AIQ irrespective of the category you belong to, through state quota too chances are very difficult, cutoffs vary every year based on multiple factors such as seat matrix, marks obtained in exam, toughness level of paper, total number of candidates participating in the exam etc.

I am sorry to say that based on previous years trend, with All India Rank 4,32,963 in NEET 2020, you will not get any government medical colleges either through All India Quota or State Quota.
For Government colleges, even under state Quota in some states like Karnataka or Maharashtra, your All india Rank should be lesser than 15,000 under General category.
