YES, you can give MHTCET exam if you have studied Class 12th from Telengana. Outside Maharashtra students can appear for MHT CET . Outside Maharashtra Student won't be eligible for Government and Govt. Aided colleges, they will be eligible for All India Seats of Private colleges. So, in order to get Government colleges in Maharashtra you need to be a resident of Maharashtra adn you must have the domicile certificate of Maharashtra. Then only you can avail Government colleges, otherwise private colleges.

Furthermore, the eligibility criteria of MHTCET states that ;

Nationality: Candidates must be a citizen of India. Qualifying Exam: Candidates should pass HSC/12 ^th or equivalent examination from a recognized board . Appearing: Candidates, those are in the final year of qualifying exam can also apply. Age Limit: There is no age limit for appearing & admission to MHT CET 2022.
