According to your marks you may overcome the cutoff to apply for the AIPVT Counselling.Since for obc category the qualifying cutoff marks in 2019 was 288 out of 720.However cut off depends year to year based on several factors.However the difference of marks is very high and the marks obtained by you is quite a good one to clear the cutoff of 2020.So you can get a seat in the counselling and there stands a high chance that you will get an average college.

It is highly unlikely for you to get any seat for Veterinary Sciences through AIPVT counselling. Your performance in NEET is extremely poor and there is no way that you can get admission in any of the government veterinary sciences institute of the country.
There are only 525 seats for Bachelor in Veterinary Sciences course in the 47 Veterinary Sciences Institute which are filled through Counselling process conducted by the Veterinary Council of India. These 525 seats are under the 15% seats of the different states of the country under ALL INDIA QUOTA.
Furthermore, the cutoff marks set for the course by the 47 participating Institutes is above 500 for general category students. If you had belonged to Unreserved Handicapped category, only then you could have had some chance of getting admission in any of the participating Institutes. Even for the SC and ST category students, the cutoff marks is above 400.
Now you should look for the state veterinary sciences College including government and private institutes that may offer admission to students of your rank. You should explore some good private institutes that are good enough for pursuing veterinary sciences. Before joining any of the private institutes, you should compare such colleges in order to know by yourself which is the better college for you.
