Lets see TWF(Tution Fees Waiver) scheme is very good for those students whose annual family income is less than an certain amount. May be the amount around 2 lakh to 2.5 lakh. So if your sisters general merit is good and your sister like to study pharmacy I think It's very much beneficial to your sister to study in less fees to others.
