It will be better if your sister starts preparing for JEE from 11th as 11th syllabus carries nearly equal importance and constitutes nearly half of the questions and the fundamentals taught in 11th will lay a strong foundation for the future topics to be taught. Basically it's depend upon aspirant that how much extra ordinary you are it means that how much time it will take to complete Jee syllabus .So it totally dpends upon you .
But if you will start preparing from 11 th then it will be advantageous for you because you can grab more knowledge and you can do more practice .In 11 th you can cover syllabus of class 11 with problem solving part also And in 12 th you can parallely practice for 12 th.
