My son appeared for 2019 UPSEE , scored 160 marks out of 600 and rank is 75463. Can he get admission??

Yes, definitely your son can get admission in college. But not in top and government college, he will get some mild and under-rated college.
I will suggest you to ask him to reapply for exams, score good marks and get a good college.
