According to the given percentile, your son's approximate rank would be near about 37,000 so on the basis of this rank it is little bit difficult to get Computer engineering in any of the NIT until and unless your son belongs to some reservation category and since you have not mentioned the category of son so it is quite difficult to help you out accurately.
Although you can try for some new IIITs like IIIT Pune, Guwahati, and so on but I would prefer you to convince your son to either have a second attempt of JEE-Main which is scheduled from September 1st-6th and try to hit the target of at least 98 percentile or have a try in JEE-Advance because percentile you have mentioned in the question will most probably make him qualifies for JEE-Advance whether he is from any category. If your ward clears JEE-Advance then he would have chance to get Computer Engineering admission into IITs which are most premier engineering institutions of India.

To get CSE at 95.8 percentile in any NIT is tough unless you belong to some reserved category.But he may get CSE in some new IIITs like Guwahati,Pune,Nagpur,Una,Dharwad etc.
