Dear Alok, if he has domicile of UP, it is only valid that he participates in UP State Counselling. If he doesnt have Uttarakhand's domicile he cannot register for Uttarakhand's State Counselling. Directorate of Medical Education amd Training will release the state merit list either in 4th or last weeks of June. Along with that the Online registrations also will begin. As of now, there is no official information regarding a definite date. The details will be uploaded on their official website http://www.updgme.in/Default.aspx. So please keep an eye on their official website.
