My son has permanent address in Haryana,but his aadhaar card from delhi.Can he apply in Haryana mbbs seat from state quota.

Hope you and your family are in their best of health, so the answer to your question is YES , definitely your son is eligible to apply MBBS seat for Haryana through state quote as that is the native state .
But let me tell you that before applying for state quote please do make a Domicile Certificate for your child as it is important to show this certificate as a proof at the time of counselling , so please do that.
- CRITERIA TO GET A DOMICILE CERTIFICATE ARE:-
The applicant, or the applicant's parent or guardian, must have lived in the state or district of the state for 15 years. It is illegal to get a domicile certificate from more than one state or union territory.
Documentation required:-
To acquire a domicile certificate, the applicant must provide the following papers together with the completed application form (online or offline):
- Birth certificate and Aadhaar card
- Certificates of completion
- Proof of valid identification
- Copy of Ration Card or Voter ID Proof of the applicant's property ownership
- Proof that the individual has lived in the state for the minimum amount of time stated in the State Tehsil inquiry report.
- Self attested certificate.

Since your son's native state or birth state is Haryana he is completely eligible for the medical counselling of Haryana for MBBS.
I suggest you to get a DOMICILE CERTIFICATE FROM HARYANA which can be produced as a proof that he belongs to Haryana.
