If you have gone through the eligibility criteria for foreign nationals for applying for NEET-UG examination, it has been clearly mentioned that -

NRIs, OCIs, PIOs and foreign nationals are eligible for All India 15% quota seats for medical and dental Colleges across the nation.

That definitely makes your son eligible for appearing for NEET-UG examination.
