Dear leaner,

Therefore he is born in Maharashtra and having birth certificate of the state he is eligible to get admission in state College .

Hence one must take admission through mhtcet and must have studied 12th in same state. While mhtcet is only for the residents who is having domicile of maharastra can apply ,others like non resident students get admission through jeemains etc.so he is eligible for admission in Maharashtra as he is having domicile certificate.

All the best.
