98 being a pretty decent score and would be able to get any decent college. My suggestion would be to chose a college close to the reference as colleges these days are like binaries, either great like IIT or nothing.

The general cutoff would be 70.

So, hope your son will get good college. You can also check MHRD ranking for the college ranking for admission.
