NTA haven't officially declared any cut off lists yet for 2019 but using previous years data we can predict the chances.
According to your mentioned percentile his general category rank will be around 2.71lakh. So he has negligible chances of getting NITs or GFITs and very low chances of qualifying for jee advanced.
However he might get top private universities through JEE main or management quotas.

You didn't mention your category.If you are of general or obc category,then you cannot be qualified in mains exam.It is based on the prediction.The probable cutoff for mains through general category is 85 percentile while that for obc is 80.You cannot apply for the counseling process conducted by the JOSAA.You cannot get any NiT,GFTIs,CFTis and many colleges which take admission through only mains score .There is a chance in April mains to score good marks and secure a seat in NITs.

69 percentile is too low score.Cuttoff percentile is going to expect around 85 under general category.For NITs your son need at least 97 percentile.Your son still have one attempt for JEE MAINS 2019.
