my son secured 128 marks in CEE entrance 2018 and belongs to OBC ncl. Has he possibity to get admission at AEC Ghy or JEC Jorhat ?

Regarding your question getting admission into college is generalized but the main thing to consider is the branch in which one wants to take admission. Since every branch has a different rank cutoff so we can tell you about you getting a seat only after you mention the branch in which you want to take admission.
