He studied commerce in 9 and 10 so he must have knowledge of commerce stream.it is really difficult for a commerce student to switch to science.most of the syllabus he covered in commerce.he missed the basic knowledge of science.

But if he decide to change his stream because of any reason hope it is not under pressure he can change his stream.it really take lot of effort and hard work be prepared for it.

Yes you can change your stream from commerce (ICSE) to Science (CBSE) because in class 11th CBSE schools offer students to choose their stream as per their preference.
