Yes, you have chances of getting a seat in Grant medical college, Mumbai.In 85% of state quota seats 70% of them are for rest of maharashtra candidates so considering your state rank and 2018 cut off trends you may have chance of getting this college as the cut off rank was 8812 last year.However, cut off is subjected to change it may increase or decrease slightly.So hope for the best.

According to me you have less chance of getting into government medical this year.Lloking at your state rank and caste rank,your caste rank would be preferred but since the seats are around 150 for SC,you would not have chance in the best government medical college but surely you can get a government medical college.
