No, you cannot make an EWS certificate in Maharashtra state if your surname is Yadav OBC in Uttar Pradesh. Since you belong to the OBC category in Uttar Pradesh, you would be eligible for reservations under that category in Uttar Pradesh, but not under the EWS category in Maharashtra.
