my Tancet ME CS overall rank 2256 and my BC community rank 1169.And my counselling date is 29/8/19 (7:30 Am).Will I get government clg TN?

These are some of the best colleges in Tamilnadu that accept TANCET score :
PSG College of Technology, MIT, HCET, CEG, Thiagarajar College of Engineering, Chennai Institute of Technology. But according to your rank it will not be a reachable thing. Your rank is a bit too high for government colleges. You will be able to get private colleges.
