Based on the previous year cut off you may have chances of getting seat in the following college in Chennai in ECE under SC category
The cut off for SSN in 2019 for SC category for admission to ECE was 164.5 marks and for PSG college it was 180.25 marks. Considering this you may not get seat in SSN or PSG. Cut off is subjected to change, it may increase or decrease slightly depending on number of candidates applied, number of seats available etc.

So according to the marks mentioned by you in the question it is quite hard to get PSG College of Engineering and Technology and even SSN College of Engineering is also out of your reach because for PSG College you need to have a score around 160 and for SSN College you should have your score around 165.
