My unreserved category is 4212. And my BC rank is 1743. So am I eligible for councelling process ? Which college can I get ?

you have not informed about the exam you have appeared .without knowing about which exam you have appear i am not able to answer your question appropriately. so please do inform about the name of exam you have appeared.
still according to my knowledge you can get a government college on the basis of your BC rank
