My upsee general rank is 11869 and girl rank is 2021.With this can I get a government college in CS or EC branch?my 12th percentage is 89.8.

Yes , you can get government College. You can apply for certain government college:
1. Chhatrapati Shahu Ji Maharaj University Kanpur
2. Lucknow University
3. Bundelkhand University Jhansi
4. Rajkiya Engineering College Sohnbhadra
5. Rajkiya Engineering College Kannauj
You can get CSE or ECE in these Government Colleges based on your rank. So go through these Colleges. You can load come to know about these Colleges by visiting their respective websites. You can even predict your college according to your rank by using different College predictor. As it also depends on the cutoff list. As it vary from year to year .
