My UPSEE General rank is 15343 and Girl rank is 2711. Will I get a govt engg college like IET Lucknow?

Hello akshita.
I am sorry to say that your chances of getting any government college are negligible.
I suggest you to go for any private college or drop this year and prepare for next year.
Your rank is really low. You need not to worry just try hard again and succeed.
