My upsee rank for btech is 15000 in general category can I get good college

Based on your rank you cannot get a good government college. But you can try for some government Colleges:

1.. Chhatrapati Shahu Ji Maharaj University kanpur

2. Lucknow University Lucknow

3. Rajkiya Engineering College Sohnbhadra

4. Rajkiya Engineering College Kannauj

5. Bundelkhand University Jhansi

These are the government Colleges where you can get admission based on your rank. If you want to take private Colleges then you can apply for these Colleges also.

1. IIMT Engineering College Greater Noida

2. ITS Engineering College Greater Noida

3. Inderprastha Engineering College

4. Krishna Engineering College Ghaziabad

5. Sharda University Greater Noida

6. Amity University Noida

These are the private Colleges where you can get admission. It also depends on the cutoff list. The cutoff list depends on the number of students appeared in the exam and the level of paper whether it is easy,  moderate or difficult.  Go through counseling properly. Give your preference in the first round or in coming round.
