my upsee rank is 35345.i want govt college.is it possible? and i want to know the counselling process.

Sorry it is not possible to get a government college on the basis of your rank. The cutoffs of very very high I am sharing cutoff of some government colleges to give you idea:
1. Harcourt Butler Technological Institute, Kanpur
- Closing rank - for CS-164 ME-303 EE-325 IT-486
2.Institute of Engineering and Technology, Lucknow
- Closing rank - for CS-405 ME-732 EE-783 IT-875
3. Bundelkhand Institute of engineering and tecnology
- Closing rank - for CS-1287 ME-1416 EE-1899 IT-2204
I hope you get the idea that for government colleges you need a very good rank.
So I would suggest you should go for a good private institute and if you are not interested in private institute and dead set on doing engineering then you should drop a year and prepare for the entrance examinations.I am also sharing you the link of cutoff of all the upsee colleges:
