My upsee rank is 5431 in SC caste can i get IET Lucknow or BIET Jhansi or any other government college in mechanical branch?

Hi there,
Hope you are doing well.
With 5431 as your SC Rank, your Open rank would be around 30000.
In IET Lucknow, the cutoff for Mechanical is 8000 rank in Open or around 1500 in SC Category.
In BIET Jhansi, the cutoff for Mechanical was 540 rank in SC Category.
