Now as your rank is 5441 from general category then getting chemical engineering in iet lucknow is nearly impossible.
Even if you belong from home state up, then also the chances are impossible in 3rd and 4tg round counseling.
Last year the cutoff closing rank for chemical engineering in iet lucknow for general candidate was :-

Round 3 :-
Home state candidate - 3298
Other state candidate - 2812

Round 4 :-
Home state candidate - 3658
Other state candidate - 2830.

So, as you can see getting iet lucknow is quite impossible for your even in round 4 counseling.
So, better you go with some other colleges.
