The real problem starts with "everyone keeps saying that he/she is plain fool if he takes CSE in BCE" as you have mentioned.
Let me explain few hurdles and probable solutions for CSE students in B.C.E. Bhagalpur.
Hurdle 1: Everyone keeps saying..........Fool.......
Solution: It is you who have to study CSE in BCE, not to haunters. It is your life, it will enhance your career, it is you who have to earn money for your family, it is you who have to write code, it is you who have to learn to write code, it is you who have to think to write code, it is you..... . So, why hear what others tell (or tale)?
Hurdle 2: Scarcity of Teachers
Solution: It is very true that there is scarcity of teachers of CSE in BCE. But, don't you have PC, Laptop or Smartphone with Internet Connections. Now a days, every bit of learning about computer science is available on Internet. It is available in both the text and video formats. Most of the websites provide audio visual interactive sessions also. Few very good institutions of the world (like IITs, Oxford, MIT, etc. you can check on google) are providing very good and compact materials of computer science.
Hurdle 3 : Lack of group study (as you have mentioned, no one talk about ACM-ICPC)
Solution:
