Hi,
As you are wishing to wait till category 3.you may get mechanical or civil on the Vellore campus. But in Chennai campus is a chance of Electrical department. Try to make a good choice but Cse could be too hard.
You have an option of Vit Bhopal and Vit AP but as they are some of that new campuses so better to opt for Chennai.
