This is very difficult to predict which college you will get because cut off keeps changing every year depending upon a number of factors like

--------) number of students that appeared in the WBJEE exam

--------)difficulty level of the WBJEE examination

--------)Kind of marks obtained by the students in the WBJEE exam

--------) number of students from different categories

--------) seats available for different branches etc

But yes,

With your 10623 rank , considering you  from obc - B category,

On the basis of analysis of past years wbjee cut off data ,  you have low chances in Jadavpur University

For example,

In 2019 , in 3rd round of wbjee,  10538 general rank for obc-B category  was the closing rank for  Jadavpur University and it was for Architecture

You have chances in  colleges like :-

• Cooch Behar Government Engineering College, electrical engineering-14974

• Govt. College Of Engg. & Textile Technology, Berhampore:- Textile engineering

• Ramkrishna Mahato Government Engineering College, Purulia:- civil engineering
