first of all congratulations for your success( with respect to my rank , it was 9756 in 2016). so if you want to study electrical engineering then you should definitely apply for all top engineering govt colleges( except jadavpur engineering college) and now you just take a seat and wait for the final round of the councelling. you will definitely seek a seat in either jalpaiguri govt college or calcutta university engineering college... and you will definitely wait if you want a seat in kalyani govt college for further councelling.best of luck.

according to previous year's councelling process one of my friends (rank 3900) got electrical engineering in kalyani . and i heard that there was another councelling occured after 3rd councelling to fill up vacant seats. if this year it repeats then you will definitely secure a seat in kalyani... you have to wait for that. but you should get admission in any college at first .
and burdwan govt engineering college is reputed . my elder cousin actually studdied in burdwan govt engineering college . according to him the faculty members are decent and infrastructure is well . you should check the placements offered in previous years for more details .but i think you should go for jalpaiguri govt engineering college, according to your
rank you may get a seat in electrical during 3 rd round councelling . best of luck.
