myGMR rank is 1643 and TFW rank is 186 can I get a seat in mechanis or electrical or civil in Jadavpur University spot counseling??

I would suggest you to at least try for spot counselling round for getting your desired department at Jadavpur University.
Jadavpur University is conducting spot counselling and as you have got very good rank their are high chances so don't worry and atleast try for it.
