Supposed rank is 40,000 in SC category then seat for counseling at SC in the second round purely depends on the course demand and college demand beside its availability. The cut-offs can be very competitive there but chances will definitely better if courses are in smaller demand or less preferred college wise.
Sometimes, counseling authorities go for increasing rank range and more rounds to fill vacant seats. In that regard, you have a pretty good chance of getting seated.
Always track the counseling updates and notifications by authority for information about seat matrices and rank cutoffs. It is also a pretty good idea to appear in some further rounds if any to be announced as opportunities shall be better during those rounds.
