NaOH is a substance that exhibits properties similar to alkali, not alcohols. For example, it is highly soluble in polar solvents like water, and completely insoluble in non polar solvents. Alcohols are mostly organic compounds while NaOH is an inorganic compound. Because of some more properties, it is more accurate not to place it in alcohols.
