Please check the eligibility criteria for all of them and apply for them accordingly.
There is the University of Delhi, New Delhi where you can get admissions directly on the basis of your class 12th boards examinations score. But the cutoffs for the Delhi University colleges are very high above 95 percent for pursuing bachelor's in economic honours degree.

There are other government universities which do conduct entrance examinations for it's various undergraduate courses.

1.Jamia MIllia Islamia University , New Delhi

It is a central university. The unieversity was ranked 12th by the NIRF rankings 2019 . And is a great place to study in. They conduct entrances and you need to have 60percent in your boards examinations. Link - Jmi.ac.in

2.Aligarh Muslim University , Aligarh
It is also a central university and they too conduct examinations. Link - amu.ac.in
3. Banara Hindu University , Varansi
