Hello Aspirant,
See the seats reserved as AIQ seats are open to all candidates from any of the state, provided that they are eligible for NEET counselling, there is no any restriction of state. But if you want take part in other state's counselling process then there would be a different process and also note that you cannot take part in counselling of all the states.
Some state counselling authorities like that of Karnataka, Gujarat, Tamil Nadu and many others allow other state candidates to participate in their state's counselling and allow them to take admission in the colleges situated in the state. So for government quota seats only those candidates are eligible belonging to the domicile of same state where the institution is situated and for management quota seats, other state students can take part in counselling and can get admission in those management quota seats.
