NEET is only for tamilnadu board students(native) or the other state students who studied their last five years of schooling in TN(8th to 12th).
The minimum criteria is, the candidate or the candidates parents should have resided in the TN for atleast 5 years . This is applicable even for native Tamil peoples who are born in TN but had to reside outside TN.
If you sastisfied above criteriae then your eligible to 85% medical seat quota of TN.
You are eligible for 85% state quota seats in both the States but according to the rules you can opt any one state for 85% quota seats so it all depends on you whether you choose utter Pradesh or Tamil Naidu.i hope this information helps you.
