All india counselling in NEET has not included the EWS category yet as the cutoff marks for the same hs not been declared yet. But EWS is applicable in some states of india and you will be able to apply through the EWS quota through state counselling. Supreme court stayed the reservation for open category students in some states. But it will be applicable soon in the year 2019-2020.
