Hello aspirant,
I want to inform you that you won't be getting government college in your home state because there cutoff goes way higher and talking about all india quota as there will be 4 rounds and no seats will be reverted back to the state counselling then you might have chance of getting government college during mop up round as last year aiims bhopal and nagpur were alloted to student of rank 75,000 and 43,000 respectively. So you have chance of getting in all india quota admission.

At 554 marks and you are from obc category so it is very difficult to predict whether you will get a government medical college anywhere in India Or not because cutoff changes every year due to many factors like no. Of seats, no. Of candidates, Difficultly level.
According to last year's cutoff you need atleast 600+ marks to get any government medical college.
