As per new rule, you can attempt maximum 3 times starting from 2017. That means if you appeared in 2017, it is considered as your first attempt.
You can check Eligiblity criteria for neet as under --
Lower Age Limit: Candidates should complete 17 years at the time of admission or will completed on or before 31st December 2018
Upper limit : no
Unreserved Category (UR)Born before 1st January 2002
SC/ST/OBC CategoryBorn before 1st January 2002
Qualification Criteria
Qualifying Exam: Candidates must have passed the higher/senior secondary examination or ISCE which is equivalent to 10+2 examination after a period of 12 years study.
Subjects: Candidates must pass the above qualifying examination with Physics, Chemistry, Biology/Biotechnology & Mathematics or any other elective subjects with English.
Minimum Marks: Candidates must secure minimum 50% marks (GEN), 40% marks (SC/ST/OBC), 45% marks (GEN PH) & 40% marks (SC/ST/OBC-PH) taken together in PCB subjects.
Appearing Candidates: Candidates who are in the 12th standard can also apply. They must have to show the passing certificates complying with the percentage criteria at the time of first round of counselling.
Candidates must be the citizen of India.
NRIs (Non-Resident Indians), OCIs (Overseas Citizen of India), PIOs (Persons of Indian Origin) & Foreign Nationals can also apply.
The attempt will be counted from 2017 onwards

Yes not only the internet but the Indian government has also announced last to last year that there would be only maximum three attempts given to any person for NEET examination this depends on the attempt you are given so the NEET examination 2016 was the first to be counted if the person was given though even for more than 3 times during that time.
hi yogendra pal, yes there has been a modification made, according to which you will be eligible to attend National eligibility cum entrance examination thrice.it wasnt the case earlier.so hope you prepare well, good luck,if you have any more queries please do ask me in engish.
As per last year guidelines, CBSE has announced that a candidate can give only 3 attempts in NEET. But they also mentioned that their attempts in AIPMEE will not be counted.
