NIT Rourkela is better than NIT Allahabad and NIT Jaipur as well. NIT Rourkela is one of the best among the NITs in India. Also many rankings on the various websites suggest NIT Rourkela among the top institutes of the country. NITR has a pretty well developed infrastructure in terms of academic buildings classrooms, hostels, sports facilities, etc.
Also for pursuing EE degree, NIT Rourkela is a great option as there are good chance that you get placed as students are allowed to sit for core, analytics and software profiles and you will get many job opportunities. So you need not worry about placements.
So overall i suggest you to proceed with NIT Rourkela
