In terms of ranking and placement you can find NIT Rourkela above NIT Allahabad in most of the rankings.

NIRF 2017 ranking by Indian Government -

NIT Rourkela 12th in country

NIT Allahabad ranks 41.

But i will suggest you nit allahabad as CSE at NIT Allahabad is far better than CSE at Rourkela. Don't go through the NIRF ranking, take advice of some IITIANS and NITIANS they know the real ranking of colleges on the basis of placement statistics
