I am assuming you already check out cutoffs and everything to get to be decided with metallurgy in NIT,Surathkal of which i would recommend you to select it as the college reputation and quality education goes ,since it would not only provide a more valid degree but also with a great college and Engineering experience and once you get into the college there is always a chance of upgrading your branch with high CGPA and teacher recommendation if you work hard enough during college exainations and practical project and i would anytime recommend you to go for it.
But if you are keenly interested in CSE and is expected to enjoy more of a college life than maintaing a good CGPA then i would recommend VIT since the CSE branch can be explored and put into career with sheer dedication and knowledge no matter of the college and education as there are more and more opportunities developing in private colleges like
